Fr. Keep was born in Sudbury Ontario. His family moved to Toronto, on to Peterborough, before finally settling in London.

It was in London that Fr. Keep attended Catholic Central High School and then entered St. Peter's Seminary. Fr. Keep completed a 3 year B.A. in Philosophy and a 5 year Master of Divinity at St. Peter's Seminary. During this time he also completed basic reserve officer training for the Military Chaplaincy in 1990.

He was ordained on May 1st 1993. Fr. Keep served as associate pastor at St. Joseph's Parish in Stratford, Sacred Heart Parish in Sarnia, appointed Pastor of St. Mary's and St. Joseph's Parishes Hesson and Listowel, and appointed Pastor of Mary Immaculate in January 2002.

While serving parishes he also served as 1st Hussars unit Chaplain and in 1998 was hired as 31st Canadian Brigade Chaplain he retired from the reserves in 2003.
